Mr. Sirleaf has twenty-five years of experience in performing civil and structural engineering design services, preparing contracts, plans and specifications. He has construction supervisory experience on horizontal and vertical structures including various public buildings, sub-divisions, roadways, site utilities, industrial facilities, bridges and public utilities. He has supervisory experience with road maintenance activities including recommendations for road improvements.

As a Structural Engineer/Sr. Project Engineer at RCT Engineering, Inc., Mr. Sirleaf is charged with supervising the preparation of drawings and specifications for various industrial, public and residential projects. He reviews shop drawings and requests for information as well as approves and prepares responses as needed. He also undertakes construction observations when required.

Water Treatment Facilities  

Water Treatment Plant No’s. 2, 8 & 9, Palm Beach County, FL

As Project Engineer prepared structural designs for two large reinforced concrete-masonry infill buildings and designed modifications to a third building. The improvements, estimated at $8.3 million dollars, included a new 2800 sq. ft. sodium hypochlorite building (WTP No. 2), a new 2500 sq. ft. storage tank support (WTP No. 2), a new 4110 sq. ft. high service pump building and modifications to the existing membrane process building (WTP No. 9). 

Water Treatment Plant No. 3, Palm Beach County, FL

As Project Engineer performed structural design check and supervised the preparation of construction drawings for the proposed modification to the existing carwash. This modification included reinforcing the existing structure with a composite (concrete & steel) structural system. 

Assisted with the administration of construction of four new industrial buildings and modification of three other buildings. This included periodic observation of construction, review and responses to request for additional information and review of shop drawings and other submittals.

As Construction Team Member: Coordination of construction supervision activities with Project Manager, Resident Project Representative, Contractor and Client. Interpretation of project plans and specifications. Review of construction schedule, schedule of values and shop drawing submissions. 

Solid Waste Facilities

Central County Solid Waste Transfer Station Improvements, Palm Beach County, FL

As Project Engineer performed structural design and supervised the preparation of construction drawings for two of the five major facilities proposed for this $17 million project. The two structures were the 4500 sq. ft. scale house building and canopy and the 4000 sq. ft. household hazardous material drop-off canopy.  Reviewed structural related shop drawings and responded to requests for additional information for the five major structures on the project. 

North County and West Central Solid Waste Transfer Stations Storage Container Anchoring System, Palm Beach County, FL

As Project Engineer Designed an anchoring system to tie-down hazardous waste storage containers to a slab on grade. These 4.5 ft x 14.5 ft x 9 ft high steel containers were specifically designed to store hazardous waste.

South County Transfer Station Improvements – Phase I and Phase II, SWA of PBC, FL

As Project Engineer Preparation of Project Specifications – General and Technical, prior to Bidding and award of Contract. 

Martin County Solid Waste Transfer Station, Martin County, FL

As Project Engineer Reviewed structural related shop drawings, submittals and requests for information as well as provided clarification to the construction drawings when needed, during construction of the Martin County Solid Waste Transfer Station. 

North County Solid Waste Transfer Station Roof Replacement, Jupiter, FL

As Project Engineer Provided construction observation services for the replacement of the roof. This improvement included the removal of the existing roof panels and installation of new insulation and roof panels with vents.

As Project Engineer designed a mezzanine which also included a structural evaluation of an existing mezzanine to determine its safe loading capacity.

Replacement of Inbound Scale “A”, Palm Beach County, FL

As Project Engineer observed replacement of the existing mechanical truck scale with a new digital scale. This improvement included modifications to the existing scale support structure to suit the new scale. 

Scale House Entrance Improvements, Palm Beach County, FL

As Project Engineer observed construction of the 0.25 mile bypass road east of North Jog Road, North County Landfill, Solid Waste Authority of Palm Beach County. Observed progress and quality of executed work, reviewed construction schedules, schedule of values and shop drawings as well as interpreted construction drawings and specifications and verified results of all field tests. 

This improvement included the construction of road embankment, foundations and installation of a new digital truck scale, and installation of a new pre-fabricated guard booth. The adjacent parking facility was also expanded.

As Project Engineer reviewed shop drawings and submittals related to the structural discipline. This improvement included replacing one mechanical truck scale with a digital scale and constructing a second bypass truck scale. 

North County Landfill, Scale House Entrance Improvements, SWA of fPBC, FL

Reviewed construction schedules, schedule of values and shop drawings, interpretation of construction drawings and specifications, supervision and verification of results of all field testing. 

Commercial Materials Recovery Facility Expansion and Improvements-Roof Extension, Palm Beach County, FL

As Project Engineer designed and prepared construction drawings for the extended roof (10 ft x 20 ft x 6 ft. high) over the baler equipment. The structure consisted of metal siding and roof panels on a structural steel frame. Observed construction. 

Commercial Materials Recovery Facility OCC Separation System, Palm Beach County, FL

As Project Engineer observed installation of the OCC Separation System at the new Solid Waste Authority Commercial Materials Resource Recovery Facility. This also included performance testing. 

Woody Waste Lighting Anchoring System, Palm Beach County, FL

As Project Engineer Prepared design calculations and construction drawings for an anchoring system for the attachment of light poles to the Woody Waste Facility concrete slab on grade. 

Woody Waste Mobile Building and Water Supply, Palm Beach County, FL

As Project Engineer Observed construction of site utilities for the new mobile office trailer. Interpreted construction drawings and specifications, reviewed constructions schedules, schedule of values and shop drawings.

Limestone Creek Elementary School Expansion

Engineer responsible for a structural design of a 54,000 SF expansion consisting of design of a new two-story building - tilt-up- construction, expansion of a one-story building.  The design also consisted of a covered play area, utility room, chiller enclosure and a covered walkway.

Indian Pines Elementary School Expansion

Engineer responsible for a structural design of a 48,000 SF expansion consisting of design of a new two story building with covered walkway, covered play area and chiller enclosure. 

Lakeshore Middle School Gymnasium Renovation, Belle Glade, FL

As Project Engineer Prepared designed calculations and construction drawings for modifications to the Lakeshore Middle School gymnasium which is a reinforced concrete structure supporting metal roof panels attached to structural steel trusses. 

South Bay Headstart Facility, South Bay, FL

As Project Engineer Reviewed shop drawings and addressed requests for additional information as well as provided clarification to the construction drawings, when needed, during the construction of the South Bay Headstart Facility. This improvement included three reinforced concrete-masonry infill and steel structures as well as site work. 

Community Center, Riviera Beach, FL

As Project Engineer Provided construction observation services, reviewed shop drawings, responded to requests for information and provided clarification to the construction drawings, relative to the structural discipline, during construction of an 8000 sq. ft. building. 

Riviera Beach Elementary School Inspection

Engineer responsible for an inspection and evaluation of structural damage due to Hurricanes Jeanne and Frances and rehabilitation cost estimate. 

Westgate Community Center Structural Evaluation, West Palm Beach, FL

As Project Engineer evaluated the structural components of the existing Westgate Community Center and prepared a report highlighting findings and recommendations

Administration / Emergency Operations Facility Hardening, Palm Beach County, FL

A 13,000 square foot, two-story reinforced concrete building with associated parking for the Northern Palm Beach County Improvement District (NPBCID).  It houses offices for their administrative staff, a large room is used for board meetings, and the building can be used for emergency operations.  This building has a common entrance and shared parking with three other buildings that formally housed the NPBCID.  The building is designed for a Category 5 hurricane.  Project cost is $3.3 million.  Designed, obtained permit approval, and observed construction of the concrete structure, drainage system, asphalt parking areas, sewer service, and water service. 

Facility Inspections, Palm Beach County, FL

As Project Engineer Inspected and prepared a report on all civil and structural related facilities owned by the Solid Waste Authority of Palm Beach County. 

Town Entrance Sign, Juno Beach, FL

As Project Engineer designed and observed construction of an entrance sign to the Town of Juno Beach. This improvement included a structure 9 ft long and 6 ft high with a reinforced concrete foundation and a reinforced concrete masonry unit superstructure. 

Airport Sound Insulation, Key West Airport

As Structural Engineer inspected structural components at two residential buildings to determine their performance with respect to the application of sound insulation systems.
