Mr. Burphy has over thirty years of diversified experience in the planning, design, permitting and construction of public and private sector infrastructure projects. His experience transcends such projects as roads/highways, bridges, public buildings (low and high rise), water and wastewater treatment facilities, flood control structures, seaports, solid waste handling and management, and other industrial facilities. Over the years he has performed project planning, conceptual and schematic design, design development, construction documents preparation, structural analysis, cost estimating, specification writing, scheduling, and administration of construction contracts. Mr. Burphy is a partner and principal in charge of engineering design services for RCT Engineering, Inc.



Professional Experience:


Airports


Ft. Lauderdale 2020 Vision Project — Automated People Mover System

Provided structural review of the conceptual layout of the support for Phase 1 (on-airport segment) of the automated people mover system. Reviewed project data and information. Reviewed the people mover system at the rental car facility at crossings and pedestrian bridges and prepared a report of findings.


Bridges


Skypass for Port of Palm Beach , FL

Responsible for construction observation of a 1900-foot long mid-level bridge, 1600-feet of municipal roadway, storm sewers and utility adjustments. Interfaced with the Port and Florida Department of Transportation.

Vehicular Bridge, Richmond , VA

Managed the design and preparation of construction drawings and specifications for a two-span rolled steel vehicular bridge and a reinforced concrete headgate structure to control flooding. Performed quality control/quality assurance for the project.

Benning Road Bridge Over Kingman Lake , Washington , D.C.

Project Manager for the design of two new bridges over Kingman Lake of the Anacostia River , including preparation of contract plans and specifications. The project included new reinforced concrete deck slabs and approach slabs, bridge girders, bridge abutments and retaining walls.

Columbus Drive Viaduct, Chicago , IL

Performed structural design calculations for footings, caissons, bridge abutments, tunnels, columns, slabs and beams, and prepared structural construction drawings.


Facilities

Central County Solid Waste Transfer Station, Palm Beach County, FL

Coordinated the preliminary and final design process for the expansion of the Central County Transfer Station for the Solid Waste Authority of Palm Beach County including two land acquisitions, and zoning and permitting documents for the total 64-acre parcel. The $20 million dollar improvements are currently under construction.

North County Transfer Station & Compost Facility Roof Repair, Palm Beach County , FL

Coordinated program management support that provided professional engineering services to assist SWA in evaluation of responses to an RFQ for a Roof Specialty Firm design review, including inspection of construction for conformance to the design for the repair/replacement of the roof structure at NCTS and the Compost Facility.

Construction Materials Recovery Facility Expansion, Palm Beach County , FL

Responsible for professional design services for facility layout and expansion, including visits, drawing and preparation of specifications, bid documents and any required bidding assistance.

Lake Region Water Treatment Plant, Palm Beach County , FL

Coordinated hearings to investigate the willingness of three communities to construct and share a water treatment plant, offering each community an improved water source and economies of scale price reduction. Facilitated grant applications.

Water Treatment Plant No's. 3 and 9 Expansion, Palm Beach County , FL

As the Project Manager for the structural design of the expansion of Palm Beach County Water Treatment Plant No's, 3 and 9, Mr. Burphy's work included periodic review and supervision of preliminary design, final design and bidding for a new 20 million gallon a day (MGD) membrane treatment facility. The buildings/structures and associated process areas include a new membrane building, clearwell complex, chemical storage area, and pre-treatment complex.

As part of the permit requirements for Water Treatment Plant No. 9, served as project manager for the preparation of the Water Conservation Plan for the Palm Beach County Water Utilities Department. The Water Conservation Plan included the review and up taking of irrigation restrictions, xeriscape landscape ordinance, low volume fixture ordinance, water conservation based Rate Structure, water loss reduction, rain sensor ordinance, water conservation public education programs, reclaimed water, procedures, and time frames for implementation.

Trust Indenture for the Solid Waste Authority of Palm Beach County , FL

Responsible for engineering analysis of construction fund account and completion certificate. Project completed in accordance with plans and specification of each project, (West County Transfer Facility, Tower Relocation and Landfill Expansion at the North County site).

Sludge Storage Tanks, Richmond , VA

Project Manager and lead structural engineer for the design of three reinforced concrete sludge storage tanks, a pump room extension, reinforced concrete deep in-ground flow regulator structures and other related structures as part of a combined sewer overflow program.


Ports

Slipway #3 for Port of Palm Beach , FL

The slip is over 700-feet long, 262-feet wide, and 75-feet deep. Conducted field observations and prepared design changes and drawing interpretations for all paving, structural, drainage, water, electrical and sewer related items.


Roadways


Sapodilla Avenue Streetscape, West Palm Beach , FL

Bidding assistance, on-site observation of construction activities, issuance of clarifications of contract documents and related activities. Project included replacement of existing pavement, curb, gutter, sidewalks, and construction of new pedestrian street lighting, landscaping, Irrigation, and other traffic calming and neighborhood improvements.

Transit Authority Elevated Rail Structures Evaluation, New York , N.Y.

Performed structural evaluation of 80 miles of railway structures. Work included review of existing drawings, field reconnaissance, compiling of details and structural types, stress measurements, column analysis, and fatigue investigation to determine the structural adequacy of the facilities, taking into consideration their age and deteriorated condition.

Stevenson Expressway, Chicago , IL

Provided supervision services for roadway rehabilitation, including major repair works on concrete pavement and bridge railings, and testing and quality control of materials.

Rehabilitation of Southern Avenue (Bowen to H Street), Washington D.C.

Project Manager for engineering design, including oversight of field surveys, horizontal and vertical realignment, design of pavement and drainage structures, preparation of cost estimates, writing specifications, and reviewing construction drawings.

Water Management

Spruce Avenue Storm Sewer Repair and Replacement, West Palm Beach , FL

Periodic inspection of ongoing construction, issuance of clarifications of contract documents, verification of pay request quantities, and documentation and resolution of contractor issues during construction. Project consisted of the replacement of underground storm sewers and restoration of eight blocks of Spruce Avenue from 47th to 56th streets including new roadway pavement, curbing, gutters, sidewalks, and landscaping.

COE Everglades Program Management, Palm Beach County , FL

Project Manager responsible for RCT's Task assignments at the Corps of Engineers Everglades Joint Venture program management office. The Comprehensive Everglades Restoration Plan (CERP) is a $7.8 billion multi-year program currently being initiated and implemented by the Jacksonville District and several local sponsors. CERP is intended to restore and maintain the Everglades ecosystem south Florida region. These improvements are achieved by changes in the timing distribution, quantity and quality of water in the Everglades system. The principal features utilized in CERP include surface water storage reservoirs, aquifer storage and recovery ( ASR ), stormwater treatment areas (STAs), reuse of wastewater, seepage management, and removing barriers to sheetflow and operational changes. In total, there are 68 components proposed as part of CERP. These components are further grouped into a smaller number of projects for implementation purposes.

Haxall Canal Headgate Project, Richmond, VA

Project Manager responsible for the design and preparation of drawings and specifications, and for the performance of a quality control/quality assurance review. Project consisted of a 2-span rolled steel vehicular bridge and a reinforced concrete head gate structure design to control flooding in the City.
