Mr. Chipman has over twenty years of experience in the industry. During these years he gained extensive experience in construction management and supervision for all facets of Civil Engineering. Throughout his career, he has also been responsible for overall project management, contract administration and quality control as well as liaison between the project team, clients, governmental agencies and contractors.

Mr. Chipman is currently serving as Construction Coordinator of $17 million dollar solid waste transfer facility. The improvements include a new transfer building, renovation of the existing transfer station and new household waste collection center and multipurpose training building.

Mr. Chipman served as Resident Engineer at the Solid Waste Authority of Palm Beach County for the construction of eleven acres of Class 1 landfill expansion, eastern perimeter roadway, 12-inch gravity main, 8-inch force main and duplex pump station. He also supervised the construction of the Solid Waste Authority of Palm Beach County Leachate pump station improvements and parallel force main and new pumps and incidentals for three pump stations and an eight-inch parallel force main.

As Resident Engineer for Martin County's Class II Sanitary Landfill closure, Mr. Chipman's work included reviewing the Contractor's progress and payment schedules, conduction progress meetings and job conferences and observing the work to ensure compliance with contract documents. Quality Assurance and providing documentation of daily job-site activities.

Mr. Chipman also performed contract administration duties on following projects:

  • Gas Collection System, Dyer Landfill, Solid Waste Authority of Palm Beach County
  • Regional Water Main, City of West Palm Beach
  • Landfills, Solid Waste Authority of Palm Beach County
  • Gas Collection System, BIC Landfill, Broward County
  • 58th Street Landfill, Metro-Dade County

Mr. Chipman was part of the Dade County Pump Station improvement Program Project Management Team overseeing design development by ten different engineering firms for the rehabilitation of over 500 pump stations and twenty miles of force main as mandated by the United States Environmental Protection Agency. He also provided project/construction management services on the Veterans Administration Hospital in West Palm Beach including design, contract administration and construction management for the installation of water, sanitary and stormwater systems, as well as paving grading and wetland mitigation.
